摘要：本文以北京地区为例,对普通民众的私人档案资源建设行为与意识进行了调查研究。调查结果显示:在行为方面,留存私人档案者的比例虽高,但私人档案资料的系统整理与安全保管情况不容乐观;在意识方面,多数人认可"普通民众私人档案的社会价值",并愿意在个人隐私和权益受保护的情况下,向社会开放其所留存的私人档案;同时,绝大部分民众都赞同国家档案行政部门采取措施鼓励建立私人档案。本文就上述现象背后的原因进行深入分析,并从档案部门参与推进相关工作的角度,在思想意识建设、保障机制构建、具体业务设计与业务开展方式选择四个层面提出对策与建议。
To study the behavior and consciousness of the general public in the field of constructing private archives resources, questionnaires have been conducted. Following is an outline of the survey find- ings. In the aspect of behavior, the proportion of those who keep private archives is very high, but the private archives are usually not well-cataloged and safely-kept. In the aspect of consciousness, the social value of general public＇s private archives is widely accepted, and most people are willing to open their own archives to the public under the condition that their privacy and rights are protected; at the same time, the vast majority approve of state＇ archival sectors taking measures to promote construction of private archives. This paper analyzes the deep cause under the findings, and provides systematic countermeasures from the view of how archival sectors should take part in the construction work of private archives.
