摘要：农业、农村、农民的“三农”问题是我国全面建设小康社会,实现国家现代化的关键。但是目前我国农业自然资源流失严重,农村人力资源开发滞后,公共物品资源匮乏,农业投入不足,这些是制约我国“三农”发展的瓶颈。在全面建设小康社会的新阶段,我们必须依据中国农业、农村、农民的实际情况,制定合理的应对措施,寻求一条工农互补、城乡统筹的可持续发展道路,突破制约“三农”发展的瓶颈,妥善解决制约我国经济发展和社会稳定的“三农”问题。
The issues concerning agriculture, the country and the farmers are the hinge of China to develop a well-to-do society and realize modernization. At the present time, the running off of natural resources, the lagging behind of human resources exploitation, scarcity of conveniences, and deficiency of investment form the bottleneck which restrict the rural development. To change the situation, suitable strategies should be sought.
