摘要：基于CHARLS2011年和2013年的追踪数据,建立稳健标准误固定效应工具变量模型和倾向得分匹配双重差分模型,对比分析和全面评估新农合的绩效,并采用面板结构方程模型验证新农合影响农民幸福感的机制。实证研究发现新农合提高了农民的医疗服务利用率,增加了自付医疗支出,改善了健康,提升了幸福感;新农合通过医疗服务利用率、自付医疗支出和健康等中介渠道间接显著影响农民的幸福感;新农合显著提升较低受教育程度群体、高年龄群体的幸福感,但是对较高受教育程度群体、低年龄群体幸福感的影响不显著。
This paper uses the panel data of CHARLS in 2011 and 2013 to establish an orderly probit panel instrumental variable model,a clustering robust standard error fixed-effects instrumental variable model,and a propensity score matching difference-in-difference model to comparatively analyze and fully evaluate the performance of the new rural cooperative medical system.A panel structral equation instrumental variable model is used to verify the mechanism of the system on happiness of participants.The empirical tests find that:(1)The system has improved the utilization rate of medical services,increased self-paid medical expenses,improved health,and increased happiness.(2)The system indirectly affects the happiness of the farmers through the intermediary channels such as the utilization rate of medical services,self-paid medical expenses,and health.(3)The system significantly improves the well-being of the group with lower education and the group of the elderly,but it has no significant effect on the well-being of the group with higher education and the group of the young.These conclusions provide references for the design,implementation and improvement of the system and have important policy significance.
