摘要：本文应用经济学理论,以云南省哈尼梯田为例,分析了农业文化遗产动态保护的3种主要途径:生态补偿、有机农业生产和可持续旅游发展。基本结论为:13种农业文化遗产动态保护的途径都可以通过经济学的理论进行阐释。2生态补偿属于一种庇古方法,只有在使用市场机制费用过高的情况下才应该作为替代性的合约使用。3有机农业生产和可持续旅游发展本质上都是科斯方法,长期来看,其效率高于庇古方法,在农业文化遗产的保护中应发挥主要作用。43种保护途径相互联系、相互促进、相互作用,在不同的保护时期发挥不同的保护作用,在政府主导的农业文化遗产保护中,要注意政府干预市场和有效监督市场的度。
Three dynamic conservation approaches of agricultural heritage systems-ecological compensation,organic food production and sustainable tourism development-are analyzed from the perspective of economics,the research shows:1the three conservation approaches are able to be analyzed based on the theory and methods of economics;2ecological compensation reflects the relationships of people in fact,being interpreted as the compensation from one to another while through the environment and ecological functions.From the perspective of economics,ecological compensation belongs to the scope of Pigovian tax,which should be adopted in the condition of over-paid market cost;3organic food production and sustainable tourism development are basically in line with Coase Theorem,which are more effective than Pigoviantax in the long run,and it should be considered as the main conservation approaches for agricultural heritage systems.Obviously,as anagricultural system,agricultural production function would be the main role of Hani Rice Terraces,and the World Heritage designation by UNESCO promoted it as the product and reduced the cost of the information searching by the customers,which as a result improve the value of the Rice Terraces product,and built the base for organic food production with the purpose of agricultural heritage system conservation.While no matter what the price of the organic agricultural product will be in the market,the input of the labor are limited within a boundary,and some of the labor are dissociated in the agricultural production,which laid the foundation and put forward the concept of sustainable tourism development in a agricultural heritage sites.4the three approaches of agricultural heritage system conservation are connected with each other and should have their own roles in the different stages of agricultural heritage system conservation.The nature of agricultural heritage systems decides the core role of the organic food production approach and the other two approaches auxiliary.The government induced model of agricultural heritage system conservation should pay more attention to the balance of three different approaches and try to avoid too much intervention while needs to pay attention to the monitor of market development.
