摘要:采用问卷和访谈方式对北京高中阶段的残疾学生和教师进行了残疾人高等教育入学机会保障的调查。参与问卷调查的学生包括普通学校和特殊教育学校的视力残疾学生37名、听力残疾学生117名和肢体残疾学生9名,参与调查的教师来自特殊教育学校和北京3个辖区的13所普通高中的137名教师。从残疾学生接受高等教育的需求、学校提供的转衔服务、学生获得相关学习支持、高校入学考试支持4个影响高校入学机会的方面进行调查。针对调查发现的问题,提出完善入学机会保障机制的6点建议:促进国家相关的保障扶植政策落实到位,提升高中到大学的转衔服务质量,加快推进融合教育以拓宽专业选择范围,改进残疾学生高考入学考试制度,提高高中阶段教育质量,促进高校办学形式多样化。
Questionnaires and interviews have been conducted to investigate the guarantee of college entrance opportunities for disabled people among disabled students and teachers in Beijing high schools. The survey includes 37 visually disabled students from ordinary schools and special education schools, 117 students with hearing disabilities and 9 physically disabled students, and 137 teachers from all special education schools in Beijing and 13 regular high schools in three districts. This paper investigates four factors affecting college entrance opportunities, including the demand for higher education from students with disabilities, the transfer service provided by schools, the support for students on relevant learning, and the support for college entrance examinations. In view of the problems found in the investigation, this paper puts forward six suggestions to improve the guarantee mechanism of admission opportunities : firstly, to promote the implementation of the national relevant safeguard and support policies; secondly, to improve the quality of transfer service from high school to university ; thirdly, to accelerate the integration education to broaden the range of professional choice ; fourthly, to improve the entrance examination system for disabled students ; fifthly, to improve the quality of education in high school; sixthly, to promote the diversification of school-running forms.
