摘要：1957~1965年河北省各城市存在着相当数量的贫困群体。囿于当时中国的经济发展水平,政府基本依据绝对贫困标准将孤老病残等弱势群体、多子女或因病不能劳动的贫困者、精简职工及其家属、四类分子及在押犯家属等纳入社会救助范围。政府救助分为对无依无靠的孤老残幼、精神病人等的院内救助和对城市贫民、残疾人等的院外救助。此时期政府对城市社会救助的管理,尽管曾发生过偏差,但总的趋向是更加规范和细化;社会救助政策的实施,基本保障了困难人群的生活,维护了社会的稳定与和谐。社会救助的一些政策、措施在今天仍有启示意义。
In Hebei province from 1957 to 1965 there were a considerable number of impoverished communities. Constrained by the level of economic development in China at that time the Government put weak group, people with many children, the poor cannot work because of illness, reduced staff and their families, the four kinds of elements(landlords, rich peasants, counterrevolutionaries and bad elements), prisoners' families into the scope of social assistance basically according to the standards. Government assistance had 2 kinds: in-reliefinstitution assistance to the homeless old, disabled, young and the mental patient, out-relief-institution assistance to the urban poor, the disabled and other groups. Although there was a bias, the overall trend of the government's management of the urban social assistance at this time was more standardized and refined; the implementation of social assistance policy basically guaranteed the life of people with difficulties and maintained the social stability and harmony. Some policies and measures of social assistance still have significance today.
