摘要：近代以来,京津唐煤矿地区环境问题严重,自然灾害频发,中国历届政府对这些地区都进行过治理。从晚清到民国,由于时代的局限,取得的成效有限。新中国成立后,我国政府加大了对京津唐煤矿地区环境问题的治理力度,取得了有目共睹的成绩。但直到21世纪前十年,由于各种原因,京津唐煤矿地区的环境问题依然没有得到全面根本的治理。党的十八大召开后,在习近平生态文明观的指导下,京津唐煤矿地区在环境治理上加强了制度化建设和法制化建设,治理水平有了很大提高,环境污染情况大大改善,长期困扰京津唐煤矿地区的环境问题基本得到解决。然而,由于京津唐煤矿地区的环境问题历史久远,成因复杂,新情况和新问题又不断产生,为了巩固已有成果,需要不断创新治理方法。对京津唐煤矿地区环境问题治理进行历史考察,有助于针对新情况和新问题提出相关对策和建议。
Since modern times,coal mines in the Beijing-Tianjin-Tangshan area have had serious environmental problems and frequent natural disasters.Successive Chinese governments have tried to tackle the problems.From the late Qing Dynasty(1644-1912)to the Republic of China(1912-1949),due to the limitations of the times,only modest accomplishments were made.After the founding of the PRC,the government strengthened its efforts to curb and harness environmental problems in this area,and achieved noticeable results.However,in the first decade of the 21st century,due to various reasons,the environmental problems in this area have not yet been fully and fundamentally addressed.After the 18th CPC National Congress,under the guidance of Xi Jinping’s view of ecological civilization,the institutionalization and legalization of environmental governance in this area have been strengthened,the environmental governance level improved and the environmental pollution reduced,and the environmental problems that had long plagued the area have been pretty much solved.However,considering the long history of the environmental problems,the complex causes,and the constantly emerging new situations and problems in this area,it is necessary to innovate governance methods from time to time so as to consolidate the achievements.A historical review of the environmental problems in Beijing-Tianjin-Tangshan coal mine area is helpful to put forward relevant countermeasures and suggestions for new situations and problems.
