摘要：系统梳理了2006~2019年京津冀地区颁布的政府引导基金政策,并对政策文本的总体演进进行了分析,在此基础上,从政策文本年度数量、政策发文的主体、政策文本类型、政策关键词等方面对政府引导基金政策进行了文本量化研究。研究发现,京津冀联合发文较少,3省(市)政府引导基金政策协同机制尚未建立,3省(市)规章条例类别较少,引导基金政策在法律制度方面不够完善。针对引导基金分布不均匀等问题,有针对性地提出了相应建议。此研究认为:京津冀地区是北方经济版图的核心区域,政府引导基金对促进地区大发展、地区创新创业以及养老服务等多个方面起着较大的促进作用。
The study systemically summarized the government guidance fund policies for the Beijing-Tianjin-Hebei region issued from 2006 to 2019, and analyzed the overall evolution of the policy texts. Based on this, a textually quantitative analysis of the government guidance fund policies was conducted from the aspects of annual number of policy texts, subject of policy publications, type of policy texts and key words of policies. The research found that there are few joint publications in the Beijing-Tianjin-Hebei region, and the policy coordination mechanism of the region has not been established. There are few rules and regulations in the region, and the guiding fund policies are not perfect in terms of legal system. Aiming at the problems such as uneven distribution of guiding funds, some suggestions were put forward accordingly. The study pointed that the Beijing-Tianjin-Hebei region is the core region of China’s northern economic map.The government guidance fund plays a great role in promoting regional development, regional innovation and entrepreneurship, and pension services.
