摘要：习近平总书记强调:“各级党委、政府和领导干部要坚持把信访工作作为了解民情、集中民智、维护民利、凝聚民心的一项重要工作,千方百计为群众排忧解难。”基层群众组织源于群众、贴近基层、了解群众,具有很强的基层性、自发性特征,能够与群众直接对话和交流,最大限度获知群众最真实的想法。近年来,上海市嘉定区徐行镇党委充分发挥基层群众组织与党委、政府沟通的桥梁纽带作用,及时反映群众意愿和呼声,发挥基层群众组织在化解信访矛盾中“解压阀”和“缓冲器”的作用,有效预警和化解了一批事关群众切身利益的信访矛盾,进一步和谐了党群、干群关系,夯实了党在基层的执政基础。
General Secretary Xi Jinping stressed that“Party committees,governments and leading cadres at all levels should adhere to the work of public complaints and proposals as an important work to understand the people’s feelings,to gather the wisdom of the people,to safeguard the interests of the people,to gather the hearts of the people,and to do everything possible to solve the problems of the people.”Grassroots mass organizations originate from the people,which are close to the grassroots and understand the people.It has a strong grassroots nature and spontaneous characteristics that can direct dialogue and exchanges with the people,to maximize the understanding of the people’s most true thoughts.In recent years,the party committee of Xuxing Town,Jiading District,Shanghai,gives full play to the grassroots organizations’role of the bridge of the party committee,government communication bond,which in response to the wishes and wishes of the people in a timely manner.It also gives play to the role of grassroots mass organizations as“pressure relief valves”and“buffers”in resolving public complaints and proposals conflicts,effectively warns and resolves a number of disputes concerning the immediate interests of the people,further harmonizing the relationship between the Party and the masses,and consolidating the ruling foundation of the Party at the grass-roots level.
