摘要：近代北京在国家中的政治地位重要,其治安形势关系重大,且北京地处北方,冬季气候严寒,每近年关之时失业贫民生存情状日艰,这对社会治安大有影响,因此历来注重冬季防务,从防控设施建设、军警宪等多方力量配备及加强奖惩管理办法等多方面采取举措,进而形成一套特殊的冬令时节治安防控管理机制。近代北京冬防管理虽取得一定成效,起到维护社会治安稳定的积极作用,但也存在诸多问题,不能从根本上解决治安问题,总结历史经验与教训可为当今城市治安防控管理提供些许启示。
Beijing has an important political position in modern China,and its public security means a lot.Due to Beijing's being located in the North and its harsh winter,the living conditions of the unemployed and the poor there becomes increasingly difficult when the New Year approaches,which has a great impact on the city's public security.In order to strengthen the city's public security management in winter,a special public security management mechanism for winter is established,which includes the construction of prevention and control facilities,the deployment of military and police forces and rewards and punishments.Although these measures are effective in maintaining public security and social stability,they cannot fundamentally solve public security-related problems in winter.A historical review of public security management in Beijing can provide some implications for today's urban public security management.
