摘要：相较政府和社会资本合作(PPP)模式应用广泛且历史久远的传统公共基础设施,智慧城市是PPP模式推广运用的新领域。智慧城市PPP项目在我国方兴未艾,现阶段更多的是实践层面的探索,而对其理论体系尚未开展深入研究。基于公共产品、项目区分、新公共管理和民营化等理论,结合智慧城市产品和服务特点及其经营属性,探讨智慧城市项目应用PPP模式的可行性和具体运作方式,以期为我国智慧城市PPP项目实践提供理论指导。
Compared with traditional public infrastructure which Public-Private Partnership（PPP）were widely used and had a long history,smart city is a new field using PPP mode.At present,Smart city PPP project is in the ascendant in China,and is in the stage of practice exploration specifically,thus further theoretical studies has not been carried out yet.For that reason,based on the theories of public goods,project division,new public management and privatization,the characteristics of smart city products and services and its business property were analyzed,from which theoretical feasibility of smart city project using PPP and the specific modes of operation had been explored in this paper.The research will provide theoretical guidance for China＇s smart city PPP project practice.
