摘要：机关档案“三合一”制度中的“三合一”,包含外在表象、机关档案基础业务开展和工作机制三个层面。机关档案“三合一”制度是指围绕“三合一”上述三个层面相关思想和内容的机关档案工作制度安排。基于机关档案开放审核规范开展和提升机关档案开放审核相关法律遵从度的考虑,有必要开展融合开放审核功能的机关档案“三合一”制度建设,并且从理论基础、框架结构、工作对象、工作依据编制、工作内容五方面来看,具有较强的可行性。文章指出可以通过将编制开放审核指南纳入机关档案工作要求、将开放审核指南编制融入机关档案“三合一”相关工作机制建设、将机关档案开放审核工作整合到归档环节中三个方面来逐步实现融合开放审核功能的机关档案“三合一”制度的建设。
The'Three in one'system in institutional Archives includes three levels:external appearance level,basic business development level of institutional Archives,and work mechanism level.The'three in one'system for institutional Archives refers to the institutional arrangement of institutional Archives work that revolves around the relevant ideas and contents of the three levels mentioned above.Based on the consideration of standardizing the open review of institutional Archives and promoting the legal compliance related to the open review of institutional Archives,it is necessary to carry out the construction of a'three in one'system for institutional Archives that integrates open review functions.From the perspectives of theoretical foundation,framework structure,work objects,work guidance preparation and work content,it has strong feasibility.The construction of a'three in one'system for institutional Archives that integrates open audit functions can be achieved through three paths:incorporating the preparation of open review guidelines into the requirements of institutional Archives work,integrating the preparation of open review guidelines into the construction of relevant mechanisms for the'three in one'of institutional Archives,and integrating open review work into the archiving process.
