摘要：对国家科研项目实施监理是科研管理体制的创新。通过对国家科技型技术创新项目的监理现状进行分析和研究,提出了实施第三方监理的必要性,并采用系统工程法,建立了创新基金项目价值链模型,细分了项目生命周期的各项任务,提出了基于闭环反馈控制系统理论的创新基金项目监理模式以及实施监理的制度性保障条件。
It is the innovation for Science and Technology management system to supervise National Project of Scientific Research .In this paper, the author put forward the necessity of inducting third party supervision, by researching the present management mode in Innovation Fund for Small Technology based Firms （IFSTF） items. The value chain mode tor Project of IFSTF is set up .The author also analyses the life period of the Project of Scientific Research and aims to supervise the project in different phase. At last, a new supervision mode for IFSTF items is founded based the cyberuetics of closed loop feedback system. At the same time, the author brings forward the constructive suggestion about institutional guarantee.
