摘要：教育规划是国民经济和社会发展规划的重要组成部分,是国家教育事业发展的行动指南,也是深化教育综合改革的重要依据。教育规划具有等同于行政规划和行政行为的效力,在编制和实施中体现为对象拘束力、确定力和执行力。要根据规划的特殊性,在教育规划的研究、编制、保障等各环节、全过程进一步强化教育规划的法律约束力,以确保教育规划的顺利实施和教育强国建设的稳步推进。
Educational planning is an important part of the national economic and social development planning,a guide for the development of national education,and an important basis for deepening the comprehensive reform of education. Educational planning has the same force as administrative planning and administrative action,which is embodied as object binding force,deterministic force and execution force in preparation and implementation. According to the particularity of planning,in the whole process of the research,preparation,and guarantee of educational planning,the binding force of law of educational planning should be further strengthened,which aims to ensure the smooth implementation of educational planning and the steady progress of the construction of an educational power.
