摘要：随着城镇化水平的不断提高,城市发展遇到了各种不同问题的挑战,而智慧城市概念的提出,为解决这些问题提供了解决之道。文章系统地阐述了智慧城市发展背景和我国智慧城市发展概况,总结了我国在智慧城市建设中的基础网络、城市规划、基础设施监测、城市信息共享与协作等十大信息化需求,并在此基础上给出了智慧城市云信息化架构,根据已有规范将框架分为政务内网云、政务外网云和公共服务云三种具有不同耦合程度的云,并对智慧城市信息化架构中的安全保障、运营管理、法规、政策三大保障体系进行了阐述。文章最后,根据智慧城市发展内涵,提出了智慧城市建设中所面临的政府体制创新、信息安全、公共信息资源共享等五大挑战。
With the global urbanization increasing, more and more challenges appear in city development. In this situation, the idea of smart city appears providing a resolution for these challenges. This paper summarizes the development background of smart city and the development situation in china. The ten information demands, network infrastructure, urban planning, monitor of urban infrastnlcture, sharing and cooperative of urban inlbrmation, are put forward. According to these demand, a smart city cloud information architecture is provided. The architecture has three basic cloud between which there exists different coupling degree, the government intranet cloud, the government extranet cloud and the public service cloud. Three basic supporting elements of the arctfitecture, security, operation and policies and standards are also making a brief introduction. Smart city is a huge system. There are many technology and policy challenges in the construction process. Five challenges, reform of government institutions and innovation of the system, infomaation security and public infommtion sharing etc, is provided according to present construction situation.
