摘要："职住平衡"倡导通过实现区域尺度上就业与居住数量上的平衡,旨在从源头上治理大城市交通拥堵、长距离通勤等城市病。基于2010年第六次人口普查、2008年第二次全国经济普查、2015年人口1%抽样调查、2013年第三次全国经济普查数据,以及2014年11月中国移动用户的手机信令数据,借助GIS空间分析技术,对北京市分街道乡镇的职住比进行定量测度与可视化分析,并从名义职住比和实际职住比两方面对北京市职住平衡的空间特征进行分析。研究发现北京市存在显著的职住不平衡问题,就业岗位向心集聚而人口向外围分布,集中体现在市中心就业主导的职住不平衡和外围居住主导的职住不平衡;同时六环内外绝大部分区域在街道乡镇尺度上的实际职住比普遍较低,表现出非常明显的职住不匹配。
Jobs-housing Balance advocates the balancing of the number of employment and residents at regional scale. And it is still an important means to tackle urban problmes such as traffic congestion and long-distance commuting in big cities by adjusting the land use pattern and decrease the travel demand from the sourse. Based on the sixth population census in 2010,the second national economic census in 2008,the 1% sample survey ofthe population in 2015,the third national economic census data in 2013,and the mobile phone signaling data of Chinese mobile users in November 2014,this paper uses GIS spatial analysis technology to measure and visualize the jobs-housing ratio as well as self-containment rate at the sub-district or town level in Beijing. This study finds out that there is a significant imbalance between jobs and residents in Beijing,where the employments are centrally concentrated and the population is distributed to the periphery,which is mainly reflected in the employment-led imbalance in the city centre and the housing imbalance in the periphery. At the same time,the actual jobs-housing ratio of most areas inside and outside the Sixth Ring Road is generally lower on the scale of sub-district and townships,which showing a very obvious job-housing mismatch.
