摘要：通过对京津冀13个主要城市普惠金融发展水平的测度发现,城市普惠金融发展水平保持相对稳定,金融发展水平在总体上升的基础上差距进一步扩大,13个城市在金融服务可获得性方面的差异大于金融服务使用情况方面的差异,两种作用的叠加导致普惠金融发展水平差距进一步加大。为促进普惠金融发展、实现京津冀协同,应借助京津冀协同发展战略的机遇,促进金融资源溢出到河北;加大互联网普及,以数字普惠技术缩小京津冀差距;针对重点人群普及互联网知识,以大数据征信夯实金融普惠的基础;促进金融服务形式多元化,有效发挥保险的作用;建立"京津冀普惠金融基金"和"京津冀扶贫联合担保基金",三地联动撬动扶贫资金。
Through the measurement of the development level of inclusive finance in 13 major cities in Beijing,Tianjin and Hebei,it is found that the level of inclusive financial development between cities remains relatively stable,the gap in financial development is further widened based on the overall increase.The differences between 13 cities in the availability of financial services is greater than the differences in the usage of financial services.The superposition of the two effects has led to a further increase in the gap in the level of development of inclusive finance.In order to promote the development of inclusive finance and realize the coordination of Beijing-Tianjin-Hebei region,we should take advantage of the opportunities of Beijing-Tianjin-Hebei coordinated development strategy to promote the spillage of financial resources to Hebei;increase the popularity of the Internet,narrow the gap between Beijing,Tianjin and Hebei by digital inclusive technologies;popularize Internet knowledge for key groups and strengthen the foundation of financial inclusion with Big-Data Credit Reporting;promote the diversification of financial services,and effectively play the role of insurance;and establish'Beijing-Tianjin-Hebei Inclusive Financial Fund'and'Beijing-Tianjin-Hebei Poverty Alleviation Joint Guarantee Fund',link these three regions to incite funds for poverty alleviation.
