摘要：建设高水平应用型大学,是我国高等教育立足新发展阶段、贯彻新发展理念、构建新发展格局,推动高校实现内涵式发展,构建高质量高等教育体系的重要战略抉择。必须坚持以习近平总书记关于教育的重要论述为指导,牢牢把握应用型大学供给侧与所在城市(区域)经济社会发展需求侧这一主要矛盾,既把握运用教育的外部关系规律,正确处理学校与所在城市(区域)的关系、学校学科专业建设与城市(区域)产业布局的关系,推动学校与城市(区域)融合发展;又把握运用内部关系规律,正确处理学校内部学科和专业的关系、教学与科研的关系、思政教育和专业教育的关系,推动学校内部诸要素融合发展。以学校与城市(区域)融合发展为牵引,以学校内部诸要素融合发展为支撑,合力推动高质量建设高水平应用型大学。
The construction of high-level application-oriented universities is an important strategic choice of Chinese higher education to base itself on the new development stage,implement the new development philosophy and establish the new development paradigm,in order to promote the connotative development of universities and build a high-quality higher education system.Guided by Xi Jinping's important exposition on education,we must firmly grasp the main contradiction between the supply side of the application-oriented universities and the demand side of the economic and social development of the cities(regions)where the universities are located.According to the External Relations Law of Education,we must correctly deal with the relations between the university and the city(region),and the relations between the discipline specialty construction and the city(region)industry layout,to promote the university and the city(region)to realize the integrated development.Meanwhile,we should make use of the Law of Internal Relations to correctly deal with the relations between subjects and specialties,between teaching and scientific research,between student work and professional education,to realize the integrated development of the internal components of the university.Guided by the integrated development of the university and the city(region),and supported by the integrated development of the internal components of the university,we can certainly accelerate the high-quality development of the application-oriented universities.
