摘要：当今各国纷纷制定数字化发展战略,加强数字生态建设,抢占科技创新高地,重构全球创新格局。首先,基于协同演化理论和资源基础理论,从整体与结构研究相结合的视角出发,构建数字政府、数字经济、数字社会、数字技术、数字人才和数字设施影响各国创新机理模型。其次,以106个国家为样本,运用回归和组态研究方法,探索数字生态影响各国创新路径:(1)数字生态与国家创新之间关系呈正U型,拐点数字生态指数为38.69,目前106个国家数字生态指数均超越拐点,处于曲线右半支,与国家创新呈良性互动关系;(2)数字技术成为各国高创新水平的必要条件,数字生态驱动国家高创新的组态路径为4条,引致国家非高创新的组态路径为5条;同时,数字生态驱动国家高创新的组态路径存在发展水平、收入程度、区域和创新匹配度方面的异质性。最后,理论结合实际,提出数字生态驱动国家创新的政策建议。本研究为各国在掌握数字生态驱动国家创新机理基础上,科学开展数字生态建设,全面推进国家创新提供重要参考。
Based on co-evolutionary theory and the resource-based view,this study develops a conceptual model to examine how digital ecosystemscomprising digital government,economy,society,technology,talent,and infrastructurecollectively influence national innovation.Using data from 106 countries,we combine regression analysis and fuzzy-set Qualitative Comparative Analysis(fsQCA)to explore the pathways through which digital ecosystems influence national innovation.Results indicate a U-shaped relationship between the digital ecosystem index and national innovation,with all sampled countries lying on the positively sloped segment beyond the turning point of 38.69.Digital technology emerges as a necessary condition for high innovation,with fsQCA revealing four sufficient configurations leading to high innovation and five associated with non-high innovation.These pathways further exhibit heterogeneity across development level,income,region,and innovation-match degree.The findings underscore the synergistic and multi-dimensional nature of digital ecosystems in driving innovation and offer actionable insights for designing targeted national digital strategies.
