摘要:科技基础设施是创新的物质基础和保障。科技基础设施的建设布局及其运行效率是国家深入实施创新驱动发展战略的关键。本文首先运用因子分析法构建出科技基础设施建设及其运行效率的量化指标,对我国31个省市科技基础设施建设及创新能力发展水平进行综合评价,研究发现,我国科技基础设施的建设分布存在明显地域差异性;其次,采用分层聚类的方法对我国科技基础设施及创新驱动模式的区域差异性进行深层次分析;再次,进一步采用数据包络方法,对我国31个省市科技基础设施运行的综合效率、技术效率、规模效率及区域差异性进行了测算,研究表明,我国科技基础设施规模效率较高,但技术效率较低,运行效率并不必然与投入规模成正比;最后,提出了我国科技基础设施的布局优化方案和政策建议。
Science and technology infrastructure is the material foundation and guarantees of innovation.Optimizing the layout and improving the efficiency of STI is the key of driving innovation.This paper firstly builds the evaluation index of STI and evaluates status of STI based on factor analysis,and finds that the development of STI exists obvious regional differences;Then,this paper reveals the spatial distribution characteristics between STI and innovation ability in31 provincial regions in China based on cluster analysis method;Thirdly,this paper evaluates and compares the comprehensive efficiency,technical efficiency and scale efficiency of STI in 31 provincial regions based on DEA method,and the results show that:the scale efficiency is high while the pure technical efficiency is low;relationship between the scale and the efficiency is non-linear.Finally,this paper puts forward the layout optimization scheme and the policy suggestions on STI in China.
