摘要：正式制度对非遗建档实践主体的行为选择有重要的约束性影响。文章在梳理相关规范性文件的基础上,分析指出我国非遗建档正式制度的具体内容主要包括:"非遗建档"被明确纳入非遗工作整体框架;建立了文化行政部门牵头的多主体协调决策机制和四级非遗工作体制;明确了非遗档案的公共物品属性以及项目保护单位与代表性传承人两个重要的建档主体。同时,文章还对所建立正式制度的局限性进行了深刻评价。
The formal system has an important binding effect on the behavior choice of actors related to Intangible Cultural Heritage(ICH) archiving.On the basis of sorting out the relevant normative documents including the formal system of ICH archiving,this paper points out that:the "archiving of ICH" has been incorporated into the overall framework of ICH work;a multi-agent coordination decision-making mechanism led by the cultural administrative department,and a four-level ICH work system have been established;ICH Archives have been determined to be of public goods attributes,and there are two important subjects of ICH archiving:ICH Project Protection Units and Representative Inheritors.And it also makes a profound evaluation of limitations of the established formal system.
