摘要：作为改革先行者,经济特区在深化体制改革中发挥了“试验田”作用,在对外开放中发挥了重要“窗口”作用。从投入产出的角度出发,对1979—2020年深圳、珠海、厦门、海南和汕头5个经济特区的发展效率进行测算,通过比较中国早期经济特区发展效率,对各具特色及时代特征的5个经济特区40年来差异化发展以及资源利用情况进行分析,总结历史经验并结合深化改革开放的国内国际双循环下的新契机,对新时代经济特区发展及粤港澳大湾区建设提出意见及建议。
As a pioneer of reform,special economic zones have played a"test field"role in deepening institutional reform and an important"window"role in opening up.From the perspective of input and output,this paper calculates the development efficiency of five special economic zones in Shenzhen,Zhuhai,Xiamen,Hainan and Shantou from 1979 to 2020.By comparing the development efficiency of China's early special economic zones,this paper analyzes the 40-year differentiated development and resource utilization of the five special economic zones with different characteristics and characteristics of the times,summarizes the historical experience and combines the new opportunities of deepening reform and opening up under the dual circulation of domestic and international,and puts forward opinions and suggestions on the development of special economic zones in the new era and the construction of Guangdong-Hong Kong-Macao Greater Bay Area.
