摘要:高质量充分就业是新时代新征程就业工作的新定位、新使命,健全就业影响评估机制是实现这一新定位、新使命的重要抓手。本研究在厘清影响评估机制基本逻辑的基础上,分析当前就业影响评估存在“GDP优先”路径依赖,部分地区就业评估开展情况差异大,配套制度、专业人才和成熟经验不足等问题及其原因,并围绕高质量充分就业设计了涵盖宏观和微观2个二级指标,就业机会、就业环境、就业结构等9个三级指标和调查失业率、就业人员总数、劳动参与率等30个四级指标的就业影响综合指数。研究建议,应基于就业优先战略的法律法规设计思路,以县为起点,通过先行先试的办法确定就业影响评估方案,推动跨部门、跨领域人才共同参与评估。
High-quality and full employment is the new positioning and mission for employment work in the new era and new journey.Improving the employment impact assessment mechanism is an important tool for achieving this new positioning and mission.Based on clarifying the basic logic of impact assessment mechanisms,this study analyzes current problems in employment impact assessment,such as the path dependency on"GDP priority,"signifi cant regional disparities in the implementation of employment assessments,and insuffi cient supporting systems,professionals,and mature experience,along with their causes.Centering on high-quality and full employment,the current study designs a comprehensive employment impact index comprising 2 secondary indicators(macro and micro),9 tertiary indicators(e.g.,employment opportunities,employment environment,employment structure),and 30 quaternary indicators(e.g.,surveyed urban unemployment rate,total number of employed persons,labor force participation rate).The study suggests that,based on the legal and regulatory design approach of the employment priority strategy,starting from the county level and determining the employment impact assessment plan through pilot programs can promote cross-departmental and cross-domain participation in the assessment.
