摘要：知识产权商用化是实现知识产权价值转换的重要途径。选取2003—2019年京津冀知识产权局等政府部门颁布的相关政策文本,采用量化分析方法,从发文的时间、类型、主体、工具四个方面分析京津冀知识产权商用化政策的差异。研究表明,三地都基本处于知识产权商业化的萌芽阶段,政策数量总体趋势逐年增多,政策类型较为统一,主要以三地市政府颁布的政策文件居多,政策工具多为使用环境型工具。在此基础上提出相应的建议,为进一步实现京津冀区域发展提供借鉴和参考。
The commercialization of intellectual property rights is an important way to realize the value conversion of intellectual property rights.This article selects relevant policy texts issued by the Beijing,Tianjin and Hebei Intellectual Property Offices and other government departments from 2003 to 2019,and uses quantitative analysis methods to analyze the differences in the IP commercialization policies of Beijing,Tianjin and Hebei from the four aspects of the time,type,subject,and tools of the publication.Research shows that the three places are basically in the embryonic stage of commercialization of intellectual property rights.The overall trend in the number of policies has increased year by year,and the types of policies are relatively uniform.Most of the policy documents issued by the three municipal governments are mainly the use of environmental tools.On this basis,corresponding suggestions are put forward to provide reference for further realizing the development of the Beijing-Tianjin-Hebei region.
