摘要：新中国成立前后的地方民主政权建设中,在共产党领导下,先后召开各界代表会议、各界人民代表会议,1953—1954年,全国范围内又相继召开了地方各级人民代表大会,标志着地方各界人民代表会议完成了代行地方人民代表大会的历史使命,而由各界人民代表会议选举产生的协商委员会继续代行地方人民政协的权利。随着1954年第一届全国人民代表大会第一次会议和政协第二届全国委员会第一次会议的召开,诞生了新中国第一部《宪法》,颁布了第一个《政协章程》,开始在全国范围内实行人民代表大会制度和新型政党制度,从而走出了一条既不同于西方资本主义国家的议会制,也有别于苏联和东欧一些社会主义国家的苏维埃制,并与中国国情相适应、保障人民当家作主的新型政治发展道路,为人类政治文明发展做出了重要贡献。
During the construction of local democratic power around the founding of New China,under the leadership of the CPC,conferences of deputies from all sectors of society and people’s congresses have been held.From 1953 to 1954,local people’s congresses at various levels were held nationwide.This represents that the local people’s congresses of all walks of life have fulfilled the historic mission of acting on behalf of the local people’s congresses.The consultative committees elected by the people’s congresses of all sectors shall continue to exercise the power of the local CPPCC.With the convening of the first Session of the National People’s Congress and the first Session of the Second National Committee of the CPPCC in 1954,new China’s first constitution was born and the first constitution of the CPPCC was promulgated.At the same time,the system of people’s congresses and a new type of political party system were put into practice nationwide.China has blazed a path that is different from the parliamentary system of western capitalist countries and from the Soviet Union and some socialist countries in Eastern Europe.This path is suited to China’s national conditions.It is also a new path of political development that ensures that the people are masters of the country.The new political development road has made important contribution to the development of human political civilization.
