摘要：贵州省地处我国西南,经济发展相对落后,是全国贫困人口最多的省份之一,临近全面打赢脱贫攻坚战的收官之年,高质量完成脱贫攻坚目标刻不容缓。金融扶贫在脱贫攻坚战中发挥了重要的作用,尤其是普惠金融的发展,成为新阶段精准扶贫的有效手段。本文采用贵州省9个市(自治州)2011—2016年的数据,测算了贵州省各市(自治州)农村普惠金融指数,运用面板数据模型对农村普惠金融发展是否有利于贵州省减缓贫困进行实证分析。结果显示,贵州省农村普惠金融的发展对农村减贫具有显著的正效应,且控制变量中城乡就业率水平对农村减贫有显著的正效应,但财政支出占政府GDP的比重以及第二、三产业增加值占GDP的比重对农村减贫的影响具有一定地区的差异。最后对贵州省如何促进普惠金融发展减缓贫困提出了政策建议。
Guizhou province is located in the southwest of China,with relatively backward economic development,and is one of the provinces with the largest number of poor people.It is approaching the end of the year of winning the battle against poverty in an all-round way,so it is of great urgency to achieve the goal of poverty alleviation with high quality.As the core of today’s rural social economy,finance has gradually replaced the means of financial poverty and becomes the main way to alleviate poverty in modern times.Among which,inclusive finance has become an important way to alleviate poverty.However,Guizhou province,located in the southwest of China,lags in economic development and is urgent for poverty alleviation.In this paper,data of 9 cities(or autonomous prefectures)in Guizhou province from 2011 to 2016 were used to calculate the rural inclusive finance index of each city(or autonomous prefecture)in Guizhou Province.Panel data model are used to analyze whether the development of rural inclusive finance is conducive to poverty alleviation in Guizhou province and the following conclusions are drawn:The development of rural inclusive finance in Guizhou province has a significant positive effect on rural poverty reduction.Among the control variables,employment rate has a significant positive effect on rural poverty reduction,but the effect of government support and industrial structures on rural poverty reduction have certain regional differences.Finally,the paper provides suggestions on how to utilize the development of inclusive finance to alleviate poverty in Guizhou province.
