摘要：This paper firstly introduced the concept and institute factors of enterprise independent innovation and analysed the key reasons of the current situation of poor innovative capabilities of Chinese SMEs; combining previous analysis with the actual conditions of enhancing independent innovation of SMEs, key policy suggestions were discussed from three aspects: enterprises, government and society.
