摘要：污染事前控制能有效减少后期治理成本是可持续发展的先进管理理念。实施不同区域污染控制模式及相应管理工具是该理念的具体贯彻。目前国内对规模化畜禽养殖污染管理停留在事后治理阶段。本文在阐述规模化畜禽养殖发展、污染现状及国内外污染研究进展基础上,总结论述了国外普遍采用的六种规模化畜禽养殖区域污染控制模式及管理工具,并就我国加强规模化畜禽养殖区域污染控制模式及管理工具研究的必要性及应解决的主要问题进行了分析。
It is an advanced environmental management concept of the sustainable development theory that to controlling pollution before it becomes to occur and this will saves disposal costs later. To put the different regional pollution control patterns and its corresponding management instruments into effect is just a practice behavior of the concept. The management of pollution control of livestock's scale breeding industry in China has been still at the development stage of having to disposal it after the pollution occurs in present. This article mainly have summarized and analyzed the total six regional pollution control patterns of livestock's scale breeding industry in developed countries and their corresponding management instruments based on a detailed expounding of the special development process and the present pollution state of livestock's scale breeding industry in the world and on a expounding of the research progress in the pollution control of livestock's scale breeding industry in domestic and overseas. At last, this article have emphasized the importance and the necessity of the research work of regional pollution control patterns of livestock's scale breeding industry and its instruments in our country and put forth some key problems should be solved when the research work put into practice.
