摘要：以2007—2019年全国31个省份(港澳台除外)的地方政府部门单独或共同颁布的促进科技成果转化相关的政策文本为研究对象,采用政策文本量化的方法,从政策力度、政策目标和政策措施等角度量化分析金融支持科技成果转化的相关政策并进行区域比较,并以有效专利授权量作为衡量指标对科技成果转化率进行评价。分析结果显示,科技成果转化的政策得分与有效专利授权数量走势趋同,金融支持科技成果转化的政策存在较大的区域差异,综合性政策较多,缺乏具体金融支持方法的细化,亟待各地政府借鉴优势区域的经验,因地制宜制定更具针对性、补充性的金融政策,有效提高区域科技成果转化率。
The report of the 18 th National Congress of the Communist Party of China puts forward the implementation of innovation-driven development strategy,focusing on the construction of enterprise-oriented,market-oriented,combined technology innovation system.The transformation of scientific and technical achievements is a key step in the integration of industry,science and research,and financial support is an important means to improve the conversion rate of scientific and technical achievements.This paper takes the policy texts issued by local government departments in 31 provinces and cities(except Hong Kong,Macao and Taiwan)from 2007 to 2019 as the research object,adopts the method of quantitative analysis of policy texts,quantifies and evaluates the relevant policies and regional comparisons of financial support for the transformation of scientific and technical achievements from the perspective of policy strength,policy objectives and policy measures,and evaluates the conversion rate of scientific and technical achievements by means of effective patent authorization.The analysis results show that the policy score of the transformation of scientific and technical achievements is in convergence with the trend of the number of valid patent authorizations,the policies of financial support for the transformation of scientific and technical achievements have great regional differences,more comprehensive policies,lack of refinement of specific financial support methods,and need local governments to learn from the experience of the advantageous regions,and formulate more targeted and complementary financial policies according to local conditions,so as to effectively improve the conversion rate of scientific and technical achievements.
