摘要:近年来,国家资历框架的开发与实施成为国家政策关注的重点。随着"一带一路"倡议的推进,我国政府把构建中国特色国家资历框架及在职业教育领域的实践应用纳入教育发展战略目标。为此,北京、广东等地区和以国家开放大学为代表的教育机构开展了积极探索,形成了具有推广价值的模式。但是,也存在理论研究和模型构建薄弱、能力标准与资历等级不统一、质量保障体系不完善等突出问题。针对这些问题,加快构建我国职业教育资历框架需做到以下几点:借鉴和汲取国内外有益理论思想和实践经验,筑牢中国特色职业教育资历框架根基;坚持多方协同聚力,突出政府在职业教育资历框架建设中的主导作用;完善质量保障体系,构建"互联网+职业教育资历框架技术服务平台"。
Recently,the development and implementation of the National Qualification Framework has become the focus of national policy.With the advance of"the Belt and Road"initiative,Chinese government has put the application of the National Qualification Framework with Chinese characteristics and the practical application in the field of vocational education as the strategic goal of education development.Beijing,Guangdong and other regions and educational institutions represented by the National Open University have actively explored and formed a model with popularization value.However,there are also some prominent problems,such as weak theoretical research and model construction,inconsistent ability standards and qualification levels,imperfect quality assurance system and so on.In order to solve the above problems,The following points need to be done:consolidate basic theoretical research and build a solid framework for vocational education qualifications with Chinese charateristics,adhere to the multi-party synergy and highlight the leading role of the government in the construction of vocational education qualification framework,clarify the core elements of the framework and design a vocational education qualification standard system with authority and credibility,improve the quality assurance system and build a technical platform for vocational education qualification framework based on network management.
