摘要:高校作为人才培养的主体,在育人过程中需要建立各种机制以保障立德树人根本任务的实现,而高校的绩效考核机制,由于其前瞻性、导向性作用,在完成立德树人根本任务中起到举足轻重的作用。应用OKR理论设计和分解高校绩效考核目标至各个部门,提炼出部门绩效指标,采用BSC方法将绩效指标分为4个维度,构建符合高校发展目标和各个部门特点的绩效考核指标体系,为立德树人根本目标的实现提供制度保障。
As the main body of personnel training,colleges and universities need to establish various mechanisms to ensure the realization of the fundamental task of establishing morality and cultivating people.The performance appraisal mechanism of colleges and universities,due to its forward-looking and guiding role,plays an important role in the completion of the fundamental task.This paper,by applying the theory of OKR,designs and decomposes the performance evaluation objectives of colleges and universities to each department,extracts the department performance indicators,divides the performance indicators into four dimensions by using BSC theory,and constructs the performance evaluation index system in line with the development goals of colleges and universities and the characteristics of various departments,so as to provide institutional guarantee for the realization of the fundamental goal of establishing morality and cultivating people.
