摘要:作为现代大学制度建设的重要组成部分,国际化进程中的文化特质不容忽视。借鉴组织文化框架,结合纽约州立大学教育实践分析其组织文化类型,可以将纽约州立大学定位于强外向型组织文化范畴。强外向型的组织文化特性对纽约州立大学的国际化战略产生了积极的推动作用,具体表现在其宏观战略与微观举措的制定与实施上。从宏观上讲,具有强外向型文化特征的高校在地域上占有优势、在历史和社会环境上具有开放的传统,因此能够更多受到联邦政府的政策帮扶,并在自治中接受州政府的问责与管理;在微观层面,此类高校在课程设置、学生与教职工的海外交流与机构国际化方面的策略部署能够进行有机整合,步调一致、任务具体、目标明确。大学国际化是一个不断变革的过程,文化因素在国际化进程中起到了举足轻重的作用,强文化外向型文化特质更利于高校国际化进程。
Internationalization is a significant component of the modern university system construction and the under-spinning culture character of universities plays an important role in the process of internationaliza?tion.This paper employs Sporn's organizational culture typology in developing a framework to assist in under?standing of the process of internationalization of State University of New York(SUNY).It is argued that,SUNY are categorized as a strong and external organization cultural type which encourages the internationalization strategies and management.In a macro aspect,SUNY are sponsored by the federal fund and polices and its man?agement and strategy decision are under the state government,whereas the academic research itself is not in?volved by the government.In the micro aspect,the paper finds that under the external-strong category,universi?ties prompt diversified strategies and policies encouraging the student participation in the internalization,curric?ulum program designing for the purpose of internationalization and the faculty global exchanging.It is conclud?ed that the internationalization process is a continuum which is congruent with the culture character of the uni?versities.The external-strong organizational cultural type facilitates the internationalization process.
