摘要：工业是我国能源消耗的主要部门,如何通过环境规制促进企业绿色创新、实现企业的高质量发展是我国经济发展中的重要问题。本文运用2001—2019年30个省份的工业行业面板数据验证了不同环境规制工具对企业绿色创新的影响。研究结果表明:(1)在短期,命令控制性工具对企业绿色创新发挥作用最大;(2)在长期,市场性工具存在三年的滞后期,自愿性工具存在两年的滞后期,这两类工具在长期能够显著促进绿色创新的发展。(3)环境规制工具对绿色创新的影响存在区域差异性,应根据各地区发展的实际,有侧重的选择环境规制工具。
Industry is the main sector of energy consumption in China.It is an important issue to promote green innovation andhigh quality development through environmental regulation.This paper analyzed the impact of environmental regulation instruments on green innovation based on industry panel data of 30 provinces from 2001 to 2019.Results showed that:(1)in short-term,command-control instrument playedthe most important role to green innovation;(2)in long-term,market-basedinstrumenthad three years of time lag and voluntary instrumenthad two years of time lag.These two instruments can significantly promote innovation.(3)There are regional differences in green innovation impact of environmental regulation tools.Environmental regulation tools should be selected according to the actual development of each region.
