摘要：三农问题是关系国计民生的根本性问题,中国的农产品目标价格改革仍处于摸索阶段,因此有必要借鉴其他国家的先进经验。巴西与中国同为发展中农业大国,其农业支持政策有许多值得中国借鉴的地方。本文介绍了巴西的农业信贷支持体系、农产品价格支持政策以及农业服务支持政策等相关农业支持政策并对其效果做了简要分析;另外,本文还分析了巴西生产者支持水平、消费者支持水平、一般服务支持水平以及总体支持水平。最后通过对巴西农业支持政策的分析,得出中国农业支持政策改革应该重视农业金融支持、加大小规模农户支持力度、建立完善的农业服务支持体系等启示。
Issues of agriculture, rural areas and farmers are fundamental to China＇s economy and people＇s livelihood. Since the price reform of agricultural products in China is still under way, it is necessary to learn from the advanced experience of other countries. Brazil and China are both developing agricultural powers; its agricultural support policies are worthy for China to learn from. This article describes Brazil＇s agricultural support policies such as agricultural credit support system, agricultural product price support policies and agricultural service support policies, and then briefly analyzes effects of these policies. In addition, this paper analyzes Brazil＇s producer support level, consumer support level and general service support level. Finally, through the analysis of Brazil＇s agricultural support policies, enlightenments are concluded that China＇s agricultural support policy reform should focus on agricultural financial support, increase the support of small-scale farmers, and establish a sound system of agricultural service support.
