摘要：保护历史文化街区对于民族文化传承和整个人类历史的延续意义重大,但当前我国在此领域存在很多问题,政府行为当中也存在很多有争议的地方。结合现实案例,提出对于历史文化街区,保护应先于开发、重于开发;保护既要重视整体保护,又要重视活态保护;一切以尊重历史为前提,不搞过度开发,不"制造"、"改变"历史文化街区。伪造"历史文化街区"是对历史和文化的犯罪。
It is significant for an ethnic group and the world to preserve the historical cultural Areas. And there are quite different opinions among scholars and different controversial actions taken by governments. Based on some cases, it is more important and imminent to preserve than to develop. The preservation should be carried out at a full scale focusing on retaining its vitality. To respect history is the primary principle. It must be avoided to forge a historical cultural district by reconstructing for human reasons. Otherwise, there is no difference than committing a horrible crime victimizing culture as wel as history .
