摘要：本文的研究对象是北京市16个区2006年—2017年出台的促进中小企业融资的政策,采用的研究方法为描述性统计和灰色关联度分析等方法。首先对北京市16个区12年来发布的促进中小企业融资的直接政策与间接政策进行归纳整理和描述性统计分析。其次,在确定中小企业绩效指标的前提下,对北京市中小企业融资政策的有效性进行了实证研究。研究结果表明:小额贷款公司的数量在中小企业发展的过程中起着非常重要的作用,而政策发布数量对中小企业发展的影响程度小于区域内小额贷款公司的数量。
The object of this paper is the financing policies for SMEs in the 16 districts of Beijing from 2006 to 2017.The research methods used in this paper are descriptive statistics and grey relational analysis. Firstly, the financing polices are cleared up with two groups as direct policy and indirect policy. Descriptive statistical analysis is used for these policies.Then, by defining the performance indicators of SMEs and performance of the policy in Beijing, grey relational analysis is used to test the their correlation. The result shows that the number of microfinance firms plays a very important role in the development of SMEs, which exceeds even the impact of financing policy number for SMEs issued by the government.
