摘要:数据要素配置不仅对实体经济发展尤为重要,也有助于金融部门缓解信息不对称和提高信贷市场效率,对科技信贷政策的实施与传导也会产生重要影响。本文构建新凯恩斯动态随机一般均衡模型(NK-DSGE),比较分析有无数据要素配置下科技信贷政策的传导机制与效果。研究发现,数据要素配置显著增强了价格型货币政策、政府贴息和再贷款利率对厂商资本投入、短期技术水平的冲击效果,并显著提高了政策传导的速度和即时性;数字产业化及产业数字化对厂商部门和商业银行部门产生了正向的促进作用,但影响力相对较弱,并且在外生冲击的传导过程中具有延迟性。因此,建议灵活运用科技信贷政策组合,增强数据要素产业政策与科技信贷政策的协同性,提高数据要素在实体经济部门的融合程度,推动数据要素流通共享。
The allocation of data elements is not only particularly important for the development of the real economy,but also helps the financial sector alleviate information asymmetry and improve credit market efficiency.It will also have a significant impact on the transmission and implementation of China’s Sci-Technology credit policies.This article constructs a New Keynesian Dynamic Stochastic General Equilibrium Model(NK-DSGE)to compare and analyze the transmission mechanism and effects of technology credit policies with and without data element allocation.The research reveals that the allocation of data elements significantly enhances the impact of price-based monetary policy,government interest subsidies,and relending rates on firms’capital investment and short-term technological levels.It also markedly boosts the speed and immediacy of policy transmission;The allocation of data elements significantly improves the policy effectiveness of government interest subsidies and refinancing rates;The digital industrialization and industrial digitization have had a positive promoting effect on the manufacturing and commercial banking sectors,but the impact is relatively weak and has a delay in the transmission of external shocks.Therefore,it is recommended to flexibly utilize the combination of Sci-technology credit policies,enhance the synergy between data element industry policies and Sci-technology credit policies,improve the integration of data elements in the real economy sector,and promote the circulation and sharing of data elements.
