摘要：提案办理协商伴随着提案工作制度的诞生而产生,随着提案工作的发展而不断制度化和规范化,是人民政协协商民主的重要形式。党的十八大将提案办理协商明确化,提案办理协商进入快速发展时期。对提案办理协商的内涵、发展变迁和存在的问题进行研究和考察,既有助于对社会主义协商民主的理解,又可以为提案办理协商实践提供一定的参考和建议,具有重要的理论与现实意义。
Proposal-handling consultation emerges alongside the establishment of the proposal work system, becomes gradually institutionalized and standardized as the proposal-related work deepens, and is an important form of the consultative democracy of the Chinese People＇s Political Consultative Conference （CPPCC）. The Party＇s Eighteenth Congress clarifies the consultation for handling proposals, then it enters into a period of rapid development. Investigation and study of the connotation, evolution, changes and existing problems concerning consultation for handling proposals contributes to both understanding the socialist consultative democracy and providing certain reference and suggestions for practices of consultation for handling proposals, thus it has important theoretical and practical significance.
