摘要：马英九就职以来,在"对外政策"方面结束前任极力推行的"台独外交",推行"活路外交"。这一政策调整,既是响应两岸关系和平发展的结果、对两岸关系和平发展产生一定的积极意义,也有扩大台湾"国际空间"的意图。为了推动两岸关系和平发展,增进中华民族整体利益,避免两岸在"涉外"事务中不必要的内耗,就要妥善处理台湾"涉外"事务问题。对于台湾参与国际组织活动问题,在不造成"两个中国"、"一中一台"的前提下,可以通过两岸务实协商作出合情合理安排。
Ma Ying-jiu in the policy aspects of the adjustment of one of the largest efforts is the end of ＂Taiwan independence diplomacy＂, a ＂diplomatic way out＂. Ma Ying-jiu＇s ＂diplomatic truce＂ policy concept of peaceful development of cross-strait relations is not only the result, but also the peaceful development of cross-strait relations to have a positive significance, and a test of cross-strait relations. While at home and abroad for ＂diplomatic truce＂ have different views, but by a specific analysis, we can see that from the intent and objectives of sense, ＂diplomatic truce＂ is to expand Taiwan＇s ＂international space＂ and to properly handle the Taiwan the sensitive issue of foreign affairs, we need to follow to maintain the ＂one China pattern＂, a pragmatic solution to the basic spirit of consensus.
