摘要：In order to enhance the effectiveness of inclusive green innovation environment evaluation of enterprises from the perspective of strategic management, this paper aims at the inclusive green innovation environment evaluation problems of enterprises under the ecological environmental protection regulations to put forward an inclusive green innovation environment evaluation index system based on multi-layer clustering algorithm. In addition, it designs the multi-layer clustering improvement mode based on the multi-layer clustering algorithm. Finally, it verifies the effectiveness of algorithm through simulation experiment.
