摘要：公共政策是政府等公共行政组织管理社会公共事务、有效履行各种职能的基本依据和手段 ,是公共行政学研究的重要内容之一。首先 ,从公共政策的科学含义上可以看出 ,公共政策与公共行政是密不可分的 ,两者是目的和手段的关系。政府为了履行公共行政职能 ,必须借助公共政策的制定与执行。其次 ,政府在制定公共政策时 ,应遵循科学的原则 ,以保证公共政策本身的科学性。再次 ,在公共行政的具体实践中公共政策得到运用和发展 ,政府公共政策水平的提高 ,必将促进整个社会的发展。
Public policy serves as the basis and means for such governmental organization as public administration agency to manage public affairs and efficiently implement administration function.It is also the science of study of public administration.First of all,public policy and public administration are closely connected,thus forming the relationship between goals and means.The government bases its implementation of public administration function upon laying down and carrying out public policy.Secondly,the government should formulate public policy in such a way as to ensure it is scientifically based.In addition,the application,development and improvement of public policy would inevitably prompt social advances.
