摘要：区域合作是世界经济发展的趋势,也是国家发展的重大战略。我国正在国际上推动"一带一路",在国内实施促进"京津冀协同发展"的区域发展战略。区域合作面临着多元法律秩序的挑战,全球性、跨国性、地区性规范并存于区域发展的空间中。这就有必要建立法域间法律统一和趋同的法律结构,兼容区域发展的差异,并通过法律位阶对主权国家的法律体系进行纠错,按照合伙、契约、一体化三个立法模式助力区域发展。
Regional cooperation is the main trend of the world economic development,and it has become an important issue concerning the national development strategy. Our country is pushing internationally on ＂the Belt and Road,＂ and promoting the coordinated development of Beijing- Tianjin- Hebei at home. Regional cooperation is facing multiple challenge of multiple legal orders,and global,transnational,regional order coexist in regional development space. It is necessary to establish legal structures by legal means of the legal unification and convergence of law among legal units,and to be compatible with regional development difference. It is also necessary to correct the mistakes of sovereign state legal system by means of legal hierarchy. We can promote regional development on the basis of partnership,contract,the integration of the three legislative modes.
