摘要：档案开放对档案价值的实现与档案事业走向现代化有着重要影响。现有研究对档案开放的关注度很高,但对作为衡量档案开放情况重要指标的档案开放率的讨论却很鲜见。本文在调研获取一手数据证实英国国家档案馆档案开放率高的基础上,从权责分配和操作规则两个层面对其档案开放率高的制度原因进行系统分析,并指出制度目标指向明确与制度体系化特征明显,是英国经验对我国治理实践最重要的启示。
Archives opening has a significant impact on the realization of the value of archives and the modernization of the archival undertak?ing.Existing research has paid much attention to archives opening,but there is little discussion on the openness rate of archives,which is an impor?tant indicator of archives openness.On the basis of obtaining first-hand data through research to confirm the high openness rate of archives in the National Archives of the United Kingdom,this pa?per analyzes the institutional reasons for its high openness rate from the levels of distribution of powers and responsibilities and operational rules,and points out that the clear institutional goal and the obvious features of the institutional systematization are the most important implica?tion of the British experience for the archival gov?ernance practice in China.
