摘要：成都地票模式及其政策变迁为统筹城乡改革创新提供了重要的突破口,为全国创新农村居民点整理模式提供了有效参考。采用文献资料法和对比法研究成都地票由"持证准入"到"持证准用"政策变迁的必要性,并提出完善地票制度的相关建议。研究认为,"持证准用"取消了"持证准入"规定的拿地的"地票"前置条件,能够有效地抑制高价指标,保证土地价格和市场的稳定。同时,地票模式从"持证准入"到"持证准用"的变迁是中央政府防止地方政府通过地票模式片面追求增加城镇建设用地指标,提前实现城郊土地收益和急速推进城市化的结果。而政策变迁反映了城市可持续发展需要地票交易制度的可持续设计作为支撑,统筹规划城市发展速度及规模。
Land ticket mode and its policy change in the City of Chengdu is a crucial breakthrough of urban and rural reform, which has provided effective reference for the innovation of national residential land consolidation mode. Using methods of comparison and literature analysis, this paper studies the necessity of transition of Chengdu land ticket from ＂access permit＂ to ＂use license＂ and proposes a recommendation to improve land ticket system. The results show that the ＂use license＂ policy cancels the ＂pre-conditions＂ of land ticket required by ＂access permit＂ policy in getting land, which can effectively suppress the high price indicators and ensure the stability of land price and land market. The transition of land ticket policy from ＂access permit＂ to ＂use license＂ is the result of central government preventing local government＇s action from pursuing increasing quota of urban construction land through land ticket mode as well as the result of obtaining suburban land revenue in advance and rapidly promoting urbanization. The policy change reflects that sustainable urban development requires sustainable transaction system design of land ticket as a support, and coordinates the speed and scale of urban development.
