摘要：自改革开放以来，我国就致力于参与世界经济活动，积极融入世界经济体系。比如，加入了APEC和上海合作组织等区域组织；与很多国家诸如巴基斯坦、智利、新西兰等签订了自由贸易协定；也正在积极筹划新的如中日韩、中印、中澳等自由贸易区。其范围基本上涵盖了我国的周边的大部分国家和地区。另一方面，我国也正在积极地实行国内的区域经济建设，到目前为止已经形成了东部发展、西部开发、振兴东北和中部崛起等区域发展局面。我国内外区域经济一体化（简称“双头”区域经济一体化）政策的作用已经在我国经济发展过程中逐步显现出来了。但是，目前我国东部很多产业面临升级和转型，这就对我国国内区域经济一体化的战略的调整和规划提出了新的更高的要求。要想实现我国产业顺利升级，加快国内区域经济一体化建设，提高利用国际区域资源的效率和水平，就完全有必要对我国的内外区域经济一体化战略进行整合。
China has been participating in world economic activities since reform and opening-up policy came into effect. For example, China has already become the member of APEC and SCO. Further more, China has signed FTA agreement with Pakistan, Chile, and New Zealand. In addition, FTZ between China and South Korea and Japan, China and India, China and Australia, is expecting. The countries regionalized with China in economy cover most of the Chinese territory. On the other hand, China is undertaking domestic segmented economic development strategy. So far, domestic segmented economic development pattern has already taken it shape, i.e. East Development, West Exploration, Northeast Recovery and Middle Part Rising. Obviously, Chinese＇ s Bi-Regionalized Economic Development policy has begun to play an important role in national economic boom. However, there are several domestic industries are in a position to be upgraded and/or transformed, which is even more demanding for Chinese Bi-Regionalized Economic Development policy. So, in order to have the relevant industries upgraded smoothly, it＇ s definitely necessary to integrate Chinese exterior and interior regionalized economic development policy.
