摘要：中国特色社会主义进入新时代,官僚主义、形式主义依然顽固存在。官僚主义、形式主义之所以久治不愈,原因有多方面,从主观上是个人主义、功利主义作祟,从客观上是封建文化流毒严重,改革开放前高度集中的计划体制以及党内存在的官僚主义、形式主义政治文化使其得以隐身。另外,中国社会是一个人情社会,对于不易定性更不易定量的官僚主义、形式主义处理起来往往比较难把握,在一些方面管党治党失之于宽、失之于松。新时代治理官僚主义、形式主义,根本要靠发展社会主义市场经济和社会主义民主政治,当前则需要结合重点工作,斩断思想和利益根源,畅通人民群众知情、参与、监督和表达的渠道。
As socialism with Chinese characteristics enters a new era, bureaucratic formalism still exists. There are many reasons why bureaucratic formalism cannot be cured for a long time. Subjectively, it is caused by individualistic utilitarianism, and objectively, it is seriously poisoned by feudal culture. The highly centralized planning system before reform and opening up and the bureaucratic formalism political culture in the Party make it invisible. In addition, Chinese society is a human society. It is often difficult to handle bureaucratic formalism, the nature and quantity of which is not easy to determine, but it still exists because of the loss of leniency and looseness in the management of the Party. The governance of bureaucratic formalism in the new era fundamentally depends on the development of socialist market economy and socialist democratic politics. At present, in combination with our key works, we need to cut off the roots of ideology and interest, and unblock the channels for the people to participate in supervision.
