摘要：1965年,我国农村发起了一场全国范围的巡回医疗运动,国家部分医疗卫生资源由城市转向农村,推进了农村合作医疗制度的发展。作者以北京市为例,考察1965年农村巡回医疗运动的兴起、实施、效果及影响,以及巡回医疗与合作医疗制度的关联;分析运动过程中的人员安排、防病治病、培训医务人员以及运动中存在的问题和整改措施;最后指出巡回医疗运动的实质是运用行政手段,集中有限的医疗资源,呈现出乡村医疗卫生实践的政治化过程。
In 1965, a mobile medical service campaign was launched in rural areas across China, which transferred national medical resources from urban areas to rural areas, and promoted the development of rural cooperative medical system. Taking Beijing as an example, this article investigates the rise, implementation, effects and influences of the mobile medical service campaign in rural areas in 1965, as well as the relationship between mobile medical service and cooperative medical system. It also analyzes the staffing, the disease prevention and treatment, the training of medical care personnel and the problems as well as the rectification measures during the campaign. Finally, it points out that the core of that mobile medical service campaign was application of administrative means, centralization of the limited medical resources and politicization of medical practice in rural areas.
