摘要：创新经济的发展逐渐打破了传统的垂直型组织结构,形成了新的法律、经济和技术界限,使基于传统组织结构、至上而下的战略管理越来越受到挑战,产生的问题包括:过于僵化,缺少对持续变化的环境的适应性;基于控制来实施战略,缺少为战略服务的思想和方法。一个较好的解决路径是将传统战略和以灵活性、应急性见长的项目型组织更好的结合。但实际中,标准化和直线式的项目型组织治理模式,影响了项目型组织本应具有的优势,也阻碍了战略与项目型组织的融合。因此,项目管理层不应简单的执行战略,而要在战略范畴内灵活运作,做到项目过程一体化和项目组合一体化;激发项目的弹性和活力,促使战略进行合理化调整,保证组织整体运作的适当性和有效性。
Innovation development of the economy gradually broke the traditional vertical structure, formed the new law, ec- onomic and technical line, makes based on the traditional organization structure, top-down management strategy has become more and more challenged, problems including, too rigid, lack of adaptability to continuous changes in the environment. To implement based on the control strategy, the lack of ideas and methods for strategic services. A good way to solve is to traditional strategies and in flexibility, emergency project type organization better. But in practice, standardization and linear mode of project type organizational governance, impact the project type organization should have the advantage, also hindered the integration of strategy and project type organization. Therefore, project managers should not simply the execution of the strategy, and flexible operation in strategic category as soon as possible, achieve project and portfolio integration process integration. Inspire project elasticity and vigor, make reasonable adjustment strategy, to ensure suitability and effectiveness of the organization as a whole operation.
