摘要：通过问卷调查和深入访谈,调研了农民工的居住现状以及其对"人地挂钩"政策的了解与期望。当前依托"人地挂钩"解决农民工住房问题的难点有:一是当前"人地挂钩"政策更注重"指标挂钩";二是农民工群体数量庞大且具有明显的异质性;三是农民工本身收入过低且宅基地退出补偿有限;四是"人地挂钩"机制建设较慢,宣传不够;五是相关法律法规及配套措施不健全,农民工对自己的权益不了解。政策建议:其一,做好顶层设计,全国一盘棋;其二,建立宅基地交易市场,农民工随身携带宅基地指标;其三,将农民工纳入城市住房保障制度;其四,加强政策宣传,尊重农民意愿,维护农民工权益。
Through questionnaires and deep interview about the living situation of migrant workers and their understanding and expectations for the"man linking land",This paper focuses on analyzing the difficulties that we face in solving housing problems of the rural migrant workers in cities.These are as follows:the present mechanism has laid emphasis on indicator;the number of migrant workers is huge and has obvious heterogeneity;migrant workers earn too little while the compensation for homestead withdrawal is limited;the improvement for this mechanism is too slow with poor publicity;relevant laws and regulations and supporting measures are not sound,and migrant workers know little about their rights.On account of this,this paper offers some policy suggestions.These include:strengthening the top-level design with a view to coordinating efforts all over the country as on a single chessboard;establishing the trade market of rural residence land so as to the migrant workers carry with them their homestead index;integrating rural migrant workers into the urban housing security system;strengthening policy publicity,respecting the will of farmers,and safeguarding the rights and interests of rural migrant workers.
