摘要：城市体检是实现城市高质量发展战略的关键举措,数字化公众参与方式促进了城市管理者对公众需求、居民意见以及他们与城市环境互动方式的深入了解,有助于城市体检精准掌握城市发展状态。本文构建公众参与城市体检的理论框架,总结不同数字化公众参与形式的实施方式、分析方法和存在挑战,提出未来数字化公众参与推动城市体检与城市更新中的路径设想。研究表明:城市体检中,数字化公众参与主体覆盖广泛,参与内容包括问题识别、目标导向、结果监督和数据贡献等关键领域,能够整合多元视角、实现理性共识和提升民主公平性。现行的线上问卷调查、提案建议收集和12345热线诉求收集3种主要的数字化公众参与方式,生成了具有不同特征的定性定量数据,在城市体检和更新中的应用方向和深度各有侧重。总体来说,数字化公众参与在组织实施、数据融合和长效机制构建上仍面临挑战,需建立闭环路径确保公众意见在城市更新中的有效落实。本文可为提升公众参与的有效性和城市治理的科学性提供理论支持,同时为构建更加精准、包容的城市体检与更新机制提供实践指导。
Urban health examination is a key initiative for achieving high-quality urban development.Digital public participation methods enhance urban managers'understanding of public needs,residents'opinions,and the way they interact with the urban environment,which is helpful for urban health examination to accurately grasp the state of urban development.This paper constructs a theoretical framework for public participation in urban health examinations,summarizes the implementation methods,analysis techniques,and existing challenges of various digital public participation forms,and proposes future pathways for enhancing digital public participation in urban health examinations and urban renewal.The research shows that in urban health examinations,digital public participation involves a wide range of subjects and includes critical aspects such as problem identification,goal orientation,result supervision,and data contribution,which can integrate diverse perspectives,achieve rational consensus,and enhance democratic fairness.The current digital public participation methods-online surveys,proposal submissions,and the 12345-hotline request collection-generate qualitative and quantitative data with distinct characteristics,each with different applications and emphasis in urban health examinations and renewal processes.Overall,digital public participation faces challenges in organization,data integration,and the establishment of long-term mechanisms.A closed-loop pathway is needed to ensure that public opinions are effectively implemented in urban renewal.This paper aims to provide theoretical support for enhancing the effectiveness of public participation and the scientific basis of urban governance,while also offering practical guidance for building more precise and inclusive urban health examination and renewal mechanisms.
